With Support from UNDP, STEWARDWOMEN presented a position paper on the enactment of
the National Persons with disabilities bill (2025) to ensure inclusive justice for all. The Bill is
currently in the Parliamentary Committee Review stage. While the policy intent is clear, the
transition from “Draft” to “Law” is lagging. This delay leaves thousands of South Sudanese with
disabilities in a legal vacuum, where their rights are recognized on paper but unenforceable in
practice. The position paper calls for the urgent Enactment of the (Draft) National Persons with
Disabilities Bill.
